Short answer: if the agent is a helper for your own staff (drafting, searching shared files, summarising meetings), buy seats. ChatGPT Business at $20 per user per month or Microsoft 365 Copilot at $30 per user per month is far cheaper than any build, and Copilot is the natural pick if your company already runs on Microsoft 365. Pay for standalone Copilot Studio when you want a Microsoft-built agent on your website or in an app for people who hold no licence; it starts at $200 a month for 25,000 Copilot Credits. Build a custom private AI agent when the agent has to act inside your own systems (write to your ERP, raise an invoice, move a job forward), when every action needs a permission check and an audit trail, or when the data has to stay in your own cloud account. A first production version from a senior team costs $15,000 to $50,000, and the model itself often costs less than $100 a month at small-business volumes. Microsoft states that the number of Copilot Credits used per response depends on the complexity of the task, and unused credits do not carry over. The only way to know how many conversations a pack covers is to run your own agent on real traffic for two weeks and read the usage.

The custom rows use one assumption, stated so you can change it: each task sends about 6,000 tokens in (instructions, the record and the retrieved documents) and gets about 800 tokens back. At 3,000 tasks a month that is 18 million input tokens and 2.4 million output tokens. On gpt-6.1-sol that is $36 plus $24, so $60 a month. The model is the small number. The build is the big one: $15,000 to $50,000 once, plus hosting in your own account.
Three facts fall out of this. First, for a staff assistant no build competes: 20 ChatGPT Business seats cost $14,400 over three years, less than the bottom of a custom build. Second, seat prices scale with headcount and a custom agent's running cost scales with work done, so the comparison changes when 200 customers or 50 field staff use the agent rather than 20 office staff. Third, the subscription routes hide their real cost in setup: someone has to connect your systems, write the instructions, test the answers and decide what the agent may do.
Which route fits your business
Four questions settle this faster than any feature list.
1. Who uses the agent? If it is only your own staff, seats are the answer. If customers, suppliers or patients use it, you need either standalone Copilot Studio (Microsoft's route for people without a licence) or a custom build.
2. Does it read, or does it act? Answering questions over your documents is what the seat products do well. Changing records in your ERP, booking jobs, issuing refunds or approving spend needs each action limited to what that user may do, logged, and reversible. 3. Where must the data live? ChatGPT Business does not train on your business data by default, but data residency and IP allowlisting are Enterprise features. If a contract, a regulator or your own policy says the data stays in your cloud account, a custom agent deployed there is the direct answer. 4. Which systems does it touch? Copilot fits a business whose work happens in Outlook, Teams, SharePoint and Excel. ChatGPT Business connects to Microsoft 365, Google Drive, Slack and other common tools. If the work happens in an industry system, a legacy database or software you built, expect a custom integration whichever route you choose.
When a custom private AI agent is the right call
A custom build makes sense when two or more of these are true:
- The agent must take actions in your own systems, not just answer questions.
- People outside your company use it, and you want the experience and the data under your control.
- Each action needs a permission check, an approval step for risky cases and an audit trail you can show a client or regulator.
- The data must stay in your own cloud account or region.
- Per-seat fees at the tier you actually need would pass $50,000 over three years.

What a custom build includes, and what it does not
A Starter Build ($15,000 to $50,000) is a launched first production version of one agent: the workflow it runs, connections to one or two of your systems, the permission rules and an approval step for risky actions, logging of every action, a test set of real cases it must pass before launch, deployment into your own cloud account, and a handover another engineer can continue from. Two to three months is typical. It does not replace your staff assistant; ChatGPT Business or Copilot stays for that.
